Now to some examples where contents have changed and new contents have evolved.

 - poller.
They rarely look good. But they take care of a ruled harmony between pedestrians and drivers, who want to park their cars and become pedestrians. Within the last 2 years there was a large program of demanteling the pollers in favor of the drivers. That has now been stopped.
-speed 60. Drivers shall be allowed to drive 60 instead of 50 km/h on some chosen innercity streets. The time saving is thinkably minor. Pedestrians and residents have to live with higher noise and emission.
- the stadtbahn (city high way). Hamburg was supposed to get a modern stadtbahn in addition to the underground system. The change in politics brought along the stop of the proceedings of approval for the first lenght. Instead of aboveground connection there is supposed to be an underground line nr. 4 be put underground between Steilshop and the port city, for costs that are five times higher.
- the federal traffic ways plan. In the past this was a pure concept of net planning and financing. In the meantime also other interests enter the planning of the federal traffic net: interests of the environment and nature protection in ways of special commissions for checking on  single projects, before they become part of the net of traffic ways.
 - the transeuropean nets. After establishing the european community the thought has ripened in time to interconnect the european traffic ways and to adjust its capability of efficiency according to the connection of the states.
-the shipping on the oceans of the world. Ever larger ships are possible to be built technically. But they become too large for most ports. Now the states and also germany are thinking if, who and how they can build harbours for those big ships.

You see on all thinkable levels of traffid there is written-on paper. And on that one finds also contents. And some of those also become reality. Does politics change, so does the matter.
